1. Preheat oven to 350°F (175°C).
Grease or line an 8×8-inch pan with parchment paper.
2. Make the brownie layer:

In a mixing bowl, whisk together melted butter and sugar.

Add eggs and vanilla; whisk until smooth.

Stir in cocoa powder, flour, and salt until just combined.

Fold in chocolate chips.

Spread brownie batter evenly in the bottom of the prepared pan.
3. Make the cookie layer:

In another bowl, cream softened butter, brown sugar, and granulated sugar until light and fluffy.

Gently spread the cookie dough over the brownie batter (you can drop spoonfuls and gently flatten/spread it out).
4. Bake:
